Township Provides Update on Provincial Review of West Everett Settlement Area Expansion

The Township of Adjala-Tosorontio is providing an update on the Province of Ontario’s ongoing review of potential settlement area boundary expansions in South Simcoe County, including Provincial Priority Project #7 located in West Everett.

As previously communicated, the Province identified Provincial Priority Project #7 as one of several projects being considered to help address future growth and housing needs within the region and across Ontario. The review is being led by the Ministry of Municipal Affairs and Housing (MMAH), with support from the Provincial Land and Development Facilitator’s Office (PLDF).

Since the Province’s announcement, Township staff have been engaged in discussions with representatives of MMAH and the PLDF regarding the review of the proposed West Everett settlement area expansion.

Current Status

At this time:

  • Pre-consultation meetings have been held between representatives of the West Everett lands, the County of Simcoe, and the Township to discuss the Planning Act applications and supporting materials that would be required to expand the Everett settlement area boundary, along with the identification of land uses for the expansion area that will support the development of a complete community. 
  • Township Council held a Special Closed Session meeting on July 28, 2026, to receive an update and provide direction regarding the Province’s review of the proposed settlement area expansion.
  • Following the Closed Session meeting, Council passed the following resolution in Open Session: THAT Council directs the Chief Administrative Officer, together with the appropriate municipal staff and municipal legal counsel, to enter into negotiations with the proponents of the West Everett development and the Province of Ontario concerning the proposed development of the Lands and Community Benefits; and

THAT Staff report back to Council with the results of the negotiations and any recommendations arising therefrom.

Decisions regarding settlement area boundary expansions remain within the authority of the Province of Ontario.

The Township recognizes that the review and any potential expansion of settlement area boundaries is a provincially led process. While the facilitation process itself is confidential, Township Council remains committed to openness, accountability, and keeping residents informed as information becomes available.

Any outcomes arising from the provincial review process that require municipal consideration will be brought forward through a future Council Meeting.

Should formal planning applications be submitted in the future, the Township would be required to process those applications in accordance with the Planning Act. This process would include a detailed technical review, circulation to commenting agencies, evaluation against applicable provincial, county, and municipal planning policies, and opportunities for public consultation and input before any decisions are made.

Next Steps

As directed by Council, Township staff will continue discussions with representatives of the West Everett lands, MMAH, and the Provincial Land and Development Facilitator’s Office as the Province’s review process continues.

The Township remains committed to keeping residents informed and will provide additional updates as further information becomes available.
