  1. Staff Report: Application for Cancellation, Reduction or Refund of Taxes – 3279 County Road 50

Town staff have prepared a report about a tax adjustment request for the property at 3276 County Road 50. If approved, the total combined tax decrease would be $102.92 for the 2025 tax year.

  1. Staff Report: Application for Cancellation, Reduction or Refund of Taxes – 3935 County Road 50

Town staff have prepared a report about a tax adjustment request for the property at 3935 County Road 50. If approved, the total combined tax decrease for 2023, 2024, and 2025 would be $3227.39.

  1. Staff Report: Traffic Calming Pilot Project Update 

In 2024, Council passed a resolution directing staff to proceed with the purchase of speed humps and in-road flexible posts as part of a traffic calming pilot project. These were installed on Webster Road, Pine Park Boulevard, and Dekker Street. Speed humps were installed on Rosewood and Princess Drive.

This report shows traffic calming effectiveness varies by location; speed humps worked well on low-volume roads, while flexible posts failed on high-volume roads, suggesting a mix of devices is needed for better results.

  1. Staff Report: Development Related Expansion Analysis

This Staff Report was deferred from the November 12, 2025 Regular Council Meeting.

The Township recently completed a Development Related Expansion Analysis (DREA) to look at how well the road network in Colgan and Everett can handle expected traffic growth over the next 10 years. The study recommends three key road projects, totaling $1.93 million. These projects will be used in the development of the new Development Charges Background Study that will shape the new Development Charges By-law and future capital budgets.

  1. Staff Report: Amendment to Extend Expiry of Part-Lot Exemption By-law 2024-014 – Tribute Colgan 2 Subdivision, Blocks 283-289, Plan 51M-1231

A subdivision agreement approved in 2021 created blocks for 47 townhouse units with technical matters addressed, and under Section 50(7.4) of the Planning Act, Council may extend the expiry of the existing Part Lot Control By-law without creating a new exemption, requiring only confirmation of conformity with the Official Plan and Zoning By-law.

  1. Staff Report: Committee of Adjustment Council Member Appointment

Currently, Councillor O’Leary and Deputy Mayor Lachs are appointed to the Committee of Adjustment until December 31, 2025. Council may choose to reappoint these members for the next annual term beginning January 1, 2026, or appoint different members of Council in their place.

  1. Staff Report: Community Grants and Donations

The Community Grants and Donations policy enables Council to provide financial assistance to not-for-profit or community organizations that benefit Township residents through unique projects or events.

There were a total of three submissions from Tosorontio Central Public School, Everett legion, and Lisle Legion.

  1. Staff Report: 2026 Proposed Capital and Operating Budget

The 2026 Budget process began with a directive from the Mayor on August 1, 2025, providing milesetone directions and dates. This included a public engagement open house that was held on September 24, 2025 and an online survey. The proposed 2026 budget book was provided to Members of Council and made publicly available on November 3, 2025, and the first public meeting was held on November 12, 2025.

The Mayor’s direction was to limit the tax increase to a maximum of a 2.75% blended rate increase. This blended rate includes the Municipal, County and Education rates. The budget that staff provided to the Mayor exceeded his target and resulted in a 2.65% blended tax rate increase. This blended rate was based on an estimated 4.0% increase for the County and a zero percent increase for the school boards.

Residents are encouraged to provide their input during the Public Comment section of the agenda or submitting a Public Comment to the Clerk no later than two (2) hours prior to the scheduled meeting.

  1. Staff Report: Application for Cancellation, Reduction or Refund of Taxes – 7723 Highway 89

Township staff have prepared a report about a tax adjustment request for the property at 7723 Highway 89. If approved, the 2025 property taxes will be reduced by a total of $532.12 — including $510.80 for the residential portion and $21.32 for farmland.

  1. Staff Report: 2026 Fees and Charges By-law

Staff are updating the Fees and Charges By-law, which outlines the administrative fees for services and activities provided by the Township. This update is a routine step, but it plays an important role in shaping the financial framework for the upcoming budget.   1. Staff Report: Community Outdoor Ice Rink Program 

The Community Outdoor Ice Rink Program is a partnership between residents and the Township, and it relies entirely on volunteers to help set up and maintain the rinks. Recruitment for this year’s program began on September 24, 2025, with regular posts shared on the Township’s website and social media. Unfortunately, as of now, no applications have been received, which means the program won’t be able to run this winter unless volunteers step forward.

  1. Staff Report: Update on Automated Speed Enforcement (ASE)

Earlier this year, Council had asked staff to explore ASE options and report back with financial details and safety recommendations, especially around school zones. While we can’t move forward with ASE right now due to the new legislation, Bill 56 — the Building a More Competitive Economy Act, staff are recommending that the stretch of Concession Road 8 in Colgan, near St. James School, be designated as a Community Safety Zone.

  1. Staff Report: Development Related Expansion Analysis

The Township recently completed a Development Related Expansion Analysis (DREA) to look at how well the road network in Colgan and Everett can handle expected traffic growth over the next 10 years. The study recommends three key road projects, totaling $1.93 million. These projects will be considered as part of the upcoming update to the Development Charges By-law.

  1. Staff Report: Roads Needs Study

The Township recently completed a Road Needs Study (RNS) to assess the condition of our entire road network and identify areas that may need maintenance or upgrades. Using a method developed by the Ministry of Transportation, the study found that 98% of Township-owned roads are currently in good or excellent condition.

The study recommends 226 projects over the next 10 years, with an estimated cost of $16 million. These projects will be considered as part of future capital budgets, and each one will go through further evaluation before being brought to Council for approval.

  1. Staff Report: Repeal of Staff Policy Provision Limiting Year-End Lieu Time Payouts

This report is recommending changes to the Township’s employment policy regarding year-end lieu time payouts.

If approved, all unused lieu time will be paid out to employees at year-end, starting with the 2025 calendar year. Additionally, any unused lieu time will be paid out upon an employee’s departure from the Township, in line with employment standards legislation.

  1. Staff Report: Township of Adjala-Tosorontio Proposed 2026 Council Calendar

Staff have prepared a report proposing the 2026 Council Meeting Calendar for the Township of Adjala-Tosorontio. As part of the schedule, two meetings have been rescheduled: the February meeting will now take place on Wednesday, February 18, 2026, and the November meeting will be held on Thursday, November 12, 2026.

At the January 14, 2025 Council Meeting, Council passed a resolution requesting staff to report on the status of the Colgan Crossing Subdivision Agreement. An update regarding the Colgan Crossing parks was previously provided to Council at the April 9, 2025 Council Meeting.

  1. Staff Report: Appointment of the External Auditor

As per the Municipal Act, 2001, municipalities are required to appoint an independent external auditor who is responsible for the annual auditing of the accounts and transactions of the municipality. Staff are recommending continuing with Baker Tilly SGB LLP as our Municipal Auditors.

  1. Staff Report: Alternative Water Sources for Settlement Areas in Adjala-Tosorontio

At the May 14, 2025 Council meeting, staff were directed to investigate alternative water source options and report back.

A meeting between the Township and the Town of New Tecumseth was held to discuss access to the Georgian Bay Pipeline, but current allocations are fully committed.

Other options explored include local groundwater supply development or purchasing water from neighbouring municipalities.

  1. Staff Report: Township Lobbyist and Gift Registry

At the April 19, 2025 Council meeting, Council directed staff to prepare a draft By-law to establish a Lobbyist and Gift Registry.

Section 223.9 of the Municipal Act, 2001 allows municipalities to create a Lobbyist Registry, and Section 223.11 permits appointing an independent Registrar to manage it.

The proposed Lobbyist Registry By-law establishes the registry, registration system, and Registrar role in accordance with the Act.

  1. Staff Report: Community Development and Event Committee – Outdoor Movie Night Event

The Community Development and Event Committee is recommending an outdoor movie night for Council’s consideration.

  1. Staff Report: Rural Ontario Development Program Grant – Community Development Application

The Community Development and Event Committee is recommending to Council that Staff submit an application for a mural project to showcase the cultural heritage of the Township of Adjala-Tosorontio along the walking trail at Warden’s Park under the Rural Ontario Development Program Grant – Community Development.

Notices of Motion

Councillor Meadows – Water and Wastewater Improvements in Everett

WHEREAS the Township of Adjala-Tosorontio accepted $35 million from the province for Water and Wastewater improvements in Everett that will include 4010 new homes;

AND WHEREAS Council has received a memo from the Township of Adjala-Tosorontio staff stating there are Ontario developers ready to enter into a joint partnership to fund and construct a new wastewater treatment plant to support 4010 mixed residential development units along with the existing population of Everett (New Horizons);

AND WHEREAS Council has not been provided any updated reports to confirm or approve the outflow location to support the original 1966 home development, the New Horizon Development and the newly proposed 2044 home West Everett developments;

AND WHEREAS the last Everett council update meeting (Special Council meeting on March 28th 2025 with the update with staff and consultant’s confirmed) that there is no secured outfall location for the current planned development;

AND WHEREAS Council has not been informed with any formal updated meetings with the developers, staff or engineers which would keep Council informed on any potential negotiations or up dates on these current Developments one of which we have been told for years is shovel ready;

AND WHEREAS the Township has already accepted the funding which has a start date of 2026 and targeted operational date of 2028 for the first 2000 homes.

NOW THEREFORE BE IT RESOLVED THAT Council direct staff to provide a report to council no later than the December 2025 Regular Council Meeting to confirm and answer the below questions to be open and transparent with the residents of the of Everett and our Municipality:

  1. What is the total number of homes proposed for Everett as only 1966 homes have been approved while the staff memo states 4010 units (not including New Horizons)?
  2. When did the staff meetings on Everett West occur? What SMT discussions and New Master Servicing Plan approvals for the 4010 units taken place as the current MSP is over 10 years old and the Environmental Assessment is also outdated?
  3. Where are the balance 2044 homes being built and on which lot in Everett?
  4. What is the current status of the outfall location in Everett?
  5. Why was the funding of 35 million accepted when there is no outfall location secured?
  6. Are there any negotiations going on for any outfall location? Who on council asked for these negotiations to proceed? If staff are in negotiations please provide us an update on the situation of what’s being discussed? ( conditions or perimeters of the deal).
  7. Why are Council members not involved with the negotiation process? Are there more than one possible outflow areas proposed if so where?
  8. If this development is shovel ready as past staff have previously stated on many occasions in public meetings and to Council, why are we dealing with an outflow location that has not yet been secured?
  9. Can our current road structure handle the new proposed traffic volumes?
  10. Will our current fire Department be able to handle the new population growth and what cost will it take to adequately update our emergency services?
  11. What impact will new infrastructure requirements have on our towns ratepayers. (large tax increases)
  12. Is this infrastructure still based on 2.67 people per household knowing the changes to the New Provincial Policy Statement. Is infrastructure being undersized for the population?
  13. Who are these Joint partners and what are stipulations of the partnership to the Township?
  14. Is there enough potable water to support this development based on 2.67 people when records show it should be doubled in some cases, anywhere from 4-6 people per household like Colgan’s actual numbers.

AND FURTHER having a meeting with all parties evolved would enable Council and residents to receive more clarity on these developments in Everett. This would avoid the problem past council had with the clarity on issues with the Colgan development being approved. Council has a right to have all relevant information with regards to proceeding with this development prior to making any decision, as our Council still has voting rights while representing the Townships residents, even with strong Mayor Powers being enforced by the Province.

  1. Staff Report: Draft Audited Financial Statements

As per the Municipal Act, 2001, as amended, every municipality is to prepare annual audited financial statements in accordance with generally accepted accounting principles for local governments as recommended by the Public Sector Accounting Board of the Chartered Professional Accountants of Canada. The 2024 audited financial statements are being presented to Council.

  1. Staff Report: Update Capital Project I-2025-06 Colgan Trail Development

Staff have identified an issue with the proposed widening of the trail due to the location of Hydro poles, Bell Canada pedestals, property lines and the County Road. As a result of these impediments, Staff are now proposed a new approach to rehabilitating the trail:

  • Replace 100m of deteriorated walkway with new concrete.
  • Adjust walkway grade to improve drainage and accommodate driveways.
  • Edge walkway to remove encroaching grass and weeds.
  • Ensure driveways remain accessible; add concrete where needed.
  • Install signage noting no winter maintenance.
  • Extend walkway by 200m to connect to County Rd 14 and Concession 8.

Total length of the refurbished walkway/trail would be 800 meters.

  1. Staff Report PLA 2025-017: 4492 and 4428 Adjala-Tecumseth Townline – Decision Report – Zoning By-law Amendment

The Township received a Zoning By-law Amendment (Z/03/25) to allow the expansion of the Alliston Community Christian School at 4492 Adjala-Tecumseth Townline. The proposal includes a new school building, private services, driveways, parking, sports fields, and open space. To proceed, parts of 4428 and 4492 Adjala-Tecumseth Townline must be rezoned, with site-specific provisions for setbacks, lot area, and natural heritage features.

1. Enhancing Access to Spaces for Everyone (EASE) Grant Application

Staff propose a key accessibility improvements at Dekker Street Park: the installation of poured-in-place rubber surfacing to facilitate easier access to the playground. A prior community survey identified playgrounds as a primary reason for visiting local parks, with 81% of respondents endorsing increased investment in this area. Subject to the successful award of the grant, staff request that Council allocate $23,661.98 from the Parks Improvement Reserve to fund the Township’s portion of the project.

2. Commemorative Tree and Bench in Memory of B. Persaud

A memorial tree and bench has been selected by the Family in accordance with the Commemorative Tree and Bench Policy.  Should Council approve the donation, the tree and bench will be installed at Warden Park.

3. Recreation Reimbursement Policy

The revised version of the Recreation Reimbursement Policy is being presented to Council for consideration. The Policy will allow for the reimbursement of the non-residential fee up to a maximum of 30% for qualifying recreation programs identified in bordering municipalities. These municipalities include the Town of New Tecumseth, Township of Essa, Township of Mulmur, Town of Mono, Township of Clearview, Town of Caledon, CFB Borden, Town of Bradford West Gwillimbury and Town of Orangeville.

WHEREAS the Township of Adjala-Tosorontio currently has not established a by-law for the regulation and placement of facilities that provide drug and alcohol rehabilitation services within the boundaries of our municipality;

AND WHEREAS there is currently no distinction in our by-laws relating to home businesses providing counseling services, group homes, crisis care centers, and rehabilitation treatment centers;

AND WHEREAS there is a greater need for Wellness and Rehabilitation service facilities in our Municipality and a corresponding increase of interest in the provision of such services within the Township;

NOW THEREFORE BE IT RESOLVED THAT the Staff be directed to incorporate in the ongoing Official Plan update exercise and subsequent Zoning By-law update, guidance pertaining to the location of these types of wellness and rehabilitation uses and facilities in specific land use designations and zones, along with the specific requirements for the approval of such service facilities, including council approval for crisis centers and rehabilitation treatment centers, setbacks from schools, childcare centers, and parks, along with fencing requirements.

1. Staff Report: Concession Road 7 and Elizabeth Street Drainage Project

In 2020, the Township’s former Supervisor for Operations and Maintenance had petitioned for a drainage works under the Drainage Act to improve the drainage from Concession Road 7 and Elizabeth Street. R. J. Burnside & Associates Limited (Burnside) was appointed by Council as the engineer for this project.

In early May, Pilla submitted a petition requesting an outlet from their proposed stormwater management facility directly into the Spring Creek Drain changing the original proposal for the Concession Road 7 and Elizabeth Street Drainage Project, highlighted in red in Figure 1. The Pilla Petition may impact the technical design of this section of the drain and the distribution of costs.  Attachment 1 of the Staff Report includes the proposed workplan for project.

At the July 9 Regular Council Meeting, Council deferred this item to a Special Council Meeting.

2. Staff Report: Pilla Investments Inc. Drainage Petition

Pilla has submitted a petition under the Drainage Act to secure the necessary outlet to the Spring Creak Drainage Works. PLA 2025-013: 8053 Main Street, Everett – Proposed Zoning By-Law Amendment

The Township of Adjala-Tosorontio has received a Zoning By-law Amendment application for the property located at 8053 Main Street, Everett. The purpose of the application is to rezone the lands and to permit 1 additional residential unit (ARU) in a detached accessory structure (converted from garage) and a maximum gross floor area of 92.2 square metres for the ARU, whereas the Zoning By-law restricts accessory structure to a maximum of 55 square metres on lots smaller than 0.25 hectares.

1. Staff Report: Bill 17, Protect Ontario by Building Faster and Smarter Act, 2025

On May 12, 2025, the Province introduced Bill 17, which received Royal Assent on June 5, 2025. The legislation amends the Building Code Act, Planning Act, and Development Charges Act, with the aim of accelerating housing and infrastructure development by streamlining approvals, reducing costs, and eliminating barriers in partnership with municipalities. While the Township acknowledges the Province’s intent, staff have identified potential challenges that require further review and clarity.

2. Staff Report: Concession Road 7 and Elizabeth Street Drainage Project

In 2020, the Township’s former Supervisor for Operations and Maintenance had petitioned for a drainage works under the Drainage Act to improve the drainage from Concession Road 7 and Elizabeth Street. The Pilla petition, if accepted by Council, would remove at least 90% of the Pilla land, highlighted in red in Figure 1, from the watershed of the CR7 section of the Drain. Should this occur, it would have a significant impact on the technical design of this section of the Drain and the distribution of cost.

3. Staff Report: Fire Department Annual Report

By-law 2024-06 being a By-law to Establish and Regulate the Adjala-Tosorontio Fire Department (“the ATFD”) requires an annual report be submitted to Council providing a review of the previous year’s activities. The purpose of this report is to provide an overview of the Adjala-Tosorontio Fire Department activities for the year 2024.

1. Staff Report: Direct Award of Baseball Diamond Infield Upgrades to Mar-co Clay

The surface conditions of Haley ball diamond and Bailey ball diamond are unfavorable, due to the use of limestone screenings in the past. If the player slides on the surface, the abrasive nature of the limestone can cause lesions to any part of the body that contacts the limestone.

If approved, the infield will be   rehabilitated by removing the limestone and replacing it with a special blend of clay designed for baseball diamonds. Also, home plate and the base markers will be reinstalled to provide the proper spacing and alignment.

2. Staff Report: Recreation Reimbursement Policy

The Recreation Reimbursement policy clarifies the terms and conditions for the for the reimbursement of the non-residential fee up to a maximum of 30%, charged for a recreation program in a boarding municipality. The policy establishes a deadline to submit a receipt for reimbursement of one-year from the completion date of the program.

1. 2025 Complete Asset Management Plan

As defined in the Asset Management Planning for Municipal Infrastructure Regulation (O.Reg. 588/17), a complete asset management plan is made up of four components including:

  • State of infrastructure;
  • Levels of service;
  • Lifecycle management strategies; and
  • Financing strategies.

Staff is seeking approval for the Township’s 2025 Complete Asset Management Plan and for the Township to comply with O.Reg. 588/17 which requires an approved Complete Municipal Asset Management Plan by July 1, 2025.

2. Community and Safety Well-Being Plan Refresh

Under Ontario’s legislative framework, municipalities are required to review and update their CSWB Plans every four years.

The CSWB framework is structured around four key areas:

  • Incident Response – Immediate interventions addressing public safety concerns.
  • Risk Intervention – Targeted actions to reduce risks before escalation.
  • Prevention – Efforts to mitigate underlying causes of crime and social disorder.
  • Social Development – Long-term strategies to enhance overall well-being.

3. Municipal and School Board Election Voting Method

The next Municipal and School Board election will take place on Monday, October 26, 2026. The Mayor, Deputy Mayor and Councillors (5) for the Township of Adjala-Tosorontio and School Board Trustees will be elected for the 2026-2030 term.

Following approval of the voting method for the 2026 Municipal and School Board Election, Staff will start planning and organizing the election as directed.

The Township encourages residents to attend the Municipal Centre on June 12 to learn more, participate in a survey, and ask questions directly to staff.

3. Staff Report: Community and Pollinator Garden Program

The Community and Pollinator Garden program Policy was enacted by Council in 2021 to support healthy living and foster community engagement to establish community gardens on Township owned lands. The program relies heavily on volunteers who care and maintain the gardens.

No volunteer applications were received to support the operation of the program in 2025

4. Staff Report: Strong Mayor Powers

On May 1, 2025 Strong Mayor Powers was given to 170 municipalities, including the Township of Adjala-Tosorontio, by the Province of Ontario. This report is to provide more information to Council regarding these powers.

In the 2025 Capital budget, Council approved the following capital works projects:

3. Proposed Amendment to Township Parking By-law to Prohibit Parking Over a Sidewalk and to Require a 3 metre Clearance from Hydrants

Staff reviewed Parking By-law 04-21 in conjunction with Public Works and Fire, and it was confirmed that the Highway Traffic Act R.R.O. 1990 Regulation 604 Parking(1) confirms that the council of a municipality having authority over the highway, can pass a by-law prohibiting the following:

(a)   No person shall park a vehicle in a manner as to obstruct, ii) a sidewalk

(b)   within three metres of a point in the edge of the roadway and nearest fire hydrant.

The recommendation is that an amendment to the current parking by-law include the following:

Sidewalk/footpaths means a portion of a highway or right of way that is set aside by the Township of Adjala-Tosorontio for the use of pedestrians. Where signs are not posted no person shall park or permit a vehicle to be parked on or over a sidewalk or foot path. That, where signs are not posted no person shall park or permit a vehicle to be parked within 3 meters of a hydrant

1. 2025 Final Operating Budget

The 2025 Operating Budget was reviewed and discussed at the Special Council Meeting held on March 11, 2025. It includes key increases to support the services the Township of Adjala-Tosorontio provides to residents.

As a result of increased assessment due to growth in the Township, the blended total tax increase equals 2.49%, which is one of the lowest increases in Simcoe County.

2. Award of Bridge 18 Engineering Services Request-for-Proposal

Bridge 18, built in 1930, is located one kilometre south of 5th Sideroad on Concession Road 6, Tosorontio. The proposed project aims to achieve several goals: removing the load posting, improving access for local farmers, enhancing pedestrian safety near Meadowbrook Campground and Earl Rowe Provincial Park, increasing bridge clearance for flood flows, and  the project will be shovel-ready for future grant applications through completed engineering design.

3. Site Alteration and Fill Application for 5150 Concession Road 2

The request involves relocating topsoil from a farm field south of the Alliston Paramedic Station on Industrial Parkway, as part of the proposed Honda facility expansion. The topsoil will be used to level an agricultural field approximately 1.2 km north of Highway 89 by filling minor depressions, creating a nearly flat surface with gentle drainage towards surrounding forested areas to the east, south, and north.

The Communications and Social Media Policies provide a framework for consistent, transparent, and professional communication with residents, businesses, media, and stakeholders, fostering public trust and aligning with the municipality’s strategic goals.

5. Ontario Land Tribunal E-File Portal Implementation

The implementation of the e-file portal will benefit both the Township and appellants by streamlining the appeal process into a single, centralized system. It will improve efficiency through Smart Form Technology, CCPay Online Payment Service, and a user-friendly dashboard. The portal will be accessible 24/7, offering a convenient and simplified alternative to the current process, which requires in-person filing during business hours and separate online payment to the OLT.

The Province introduced the Housing Enabling Water Systems Fund to support municipalities in building, repairing, and expanding essential water, wastewater, and stormwater infrastructure. This funding comes as a grant, not a loan. The purpose of this report is to provide clarification and to update Council.

3. Staff Report: Update on Themes and Structure of Official Plan

The Official Plan is organized around five core themes: Grow, Preserve, Protect, Connect, and Implement. This report provides Council with a status update of the proposed key Planning Themes and Vision Statement that will frame the Township’s new Official Plan.

4. Staff Report: 2024 Statement of Council and Committee Remuneration

This report provides a summary of the remuneration and expenses paid in 2024 to each member of Council and Committee as per the Ontario municipal Act, 2001, section 284 (1).

5. Staff Report: 2024 Annual Planning Report

An overview of the Planning Department’s activity and the level of service staff have maintained. This includes daily number of inquiries, pre-consultations, pre-permit zoning reviews, and planning applications, as well as improvements to overall service.

1. 2024 Drinking Water Regulatory Reports

The Township must complete annual regulatory reports for its six drinking water systems under O.Reg. 170/03. OCWA has prepared all required reports, with the Annual Report due by February 28 and the Summary Report by March 31. This confirms compliance, and reports remain publicly available at no cost.

2. 3911 Concession Road 3 Decision Report – Zoning By-law Amendment

The Township of Adjala-Tosorontio received a Zoning By-law Amendment (ZBA) application (file number Z/01/25) to approve the severance of a 1.44-hectare (3.55-acre) surplus residential parcel due to a proposed farm consolidation. The property, located on the east side of Concession Road 3, is currently a rural residential dwelling with active farmland. The total property size is approximately 9.70 hectares (23.9 acres) with 150 meters of frontage along Concession Road 3.

3. 5289 Concession Road 3 Decision Report – Zoning By-law Amendment

The Township of Adjala-Tosorontio received a Zoning By-law Amendment (ZBA) application (file number Z/07/24) to approve the severance of a 0.55-hectare (1.35-acre) surplus residential parcel due to a proposed farm consolidation. The property, located on the east side of Concession Road 3, currently includes a rural residential dwelling and active farmland. The total property size is approximately 52.94 hectares (130 acres) with 910 meters of frontage along Concession Road 3.

4. Communications Policies

“Strengthening the municipality’s relationship with residents” is a key priority in the 2024-2028 Strategic Priorities, leading to the creation of a Communications Officer role. The Communications and Social Media Policies provide a framework for consistent, transparent, and professional communication with residents, businesses, media, and stakeholders, fostering public trust and aligning with the municipality’s strategic goals.

5. Proposed Sports Field Allocation Policy

In 2024, Council adopted a Parks Master Plan with 42 recommendations, including reviewing ball diamond booking, With rising demand for sports field bookings, a proposed Sports Field Allocation Policy aims to establish a clear booking process and prepare for future growth, aligning with the Parks Master Plan.

1. 2025 Draft Operating Budget

Council will review the Draft 2025 Operating Budget. Residents are encouraged attend the meeting at 1:30 P.M.

The estimated blended tax rate increase is 2.49%, which equates to an increase of $95.23 annually for a residential property assessed at $454,000. The average tax increase in neighbouring communities is 3.75%.

1. SB Adjala Developments Inc. – Subdivision Development Agreement (SDA)

At the February 12, 2025, Regular Council Meeting, Council asked specific questions and directed staff to conduct further research and analysis to answer those questions.

This agreement is for the addition of 25 homes located on Concession 4.

Taken directly from the report:

“Upon execution of the attached SDA, please note the following stages where checks and balances are built into the process to ensure the development carries out as intended:

1. Acceptance of works (Substantial Completion)

a. Prior to acceptance of Works, the Owner provides certification from Owners’ engineering regarding installation and operation of infrastructure (dry hydrant, stormwater management), fencing, roads, traffic controls, grading and landscaping are all in accordable with requirements of the plans and SDA.

2. Works Maintenance Period (2+ years)

a. The Owner maintains all Works (roads, infrastructure, landscaping) for a minimum 2 years from date of Acceptance of the Works until Assumption of Works.

3. Assumption of Works

a. Pending completion of all conditions set out in Schedule O of the SDA.

4. Guarantee Period

a. Two-year period (minimum) where 15% Guarantee is held back by Municipality to ensure any deficiencies are repaired/replaced as needed. The draft SDA set out as Attachment 2 to this report has been reviewed by and found to be satisfactory by the legal, planning and engineering expertise at the Township as well as the Owners and will allow for the final approval and registration of the subdivision with the necessary checks and balances in place to ensure the development proceeds as intended.”

A key benefit of advancing this subdivision is increased housing supply, revenue from development charges and parkland fees, economic boosts from construction, and long-term property assessment growth.

Recommended Action

That Council agrees to sign an agreement to allow the new subdivision to be built.

1. Staff Report: Municipal Insurance Pool

Approximately two years ago the County of Simcoe, all 16 member municipalities and the City of Orillia agreed to began work toward establishing a Municipal Insurance Pool (MIP).

If Council should move forward with this MIP, it will reduce an existing expense by 13 to 20% immediately, and then by 19 to 27% after set-up.

2. Staff Report: Purchase of Bandit Wood Chipper

That Council approve the purchase of a Bandit Wood Chipper in the amount of $85,820.70 plus taxes.

3. Staff Report: Purchase of Combination of Plow/Sander Truck

That Council approve the purchase of a Western Star Truck in the amount of $412,310.00 plus taxes.

4. SB Adjala Developments Inc. Subdivision Development Agreement

That Council agrees to sign an agreement to allow the new subdivision to be built. This agreement follows the rules in the Planning Act and meets all the needed conditions. It also lets the plan be officially registered for the land known as Part of Lot 2, Concession 4, in the Township of Adjala-Tosorontio.

  1. Staff Report: 2026 Proposed Capital and Operating Budget

The 2026 Budget process began with a directive from the Mayor on August 1, 2025, providing milestone directions and dates. This included a public engagement open house that was held on September 24, 2025 and an online survey. The proposed 2026 budget book was provided to Members of Council and made publicly available on November 3, 2025, and the first public meeting was held on November 12, 2025.

The last day to amend the budget is December 2, 2025.

Council amended the budget by

  • Removing Capital Project I-2026-05 in the amount of $222,000 funded from the CCBF Grant;
  • Adding two Capital Projects to resurface Sideroad 10 (Adjala) from Concession Road 3 to Concession Road 4 and Sideroad 5 (Tosorontio) from Concession Road 2 to Concession Road 3 at a cost of $500,000 to be funded with $222,000 from the CCFB Grant and $278,000 funded from the Working Fund Reserve;
  • Adding a Capital Project for the installation of park equipment for the Lisle Memorial Park at a cost of $60,000 funded from the Working Fund Reserve;
  • The additional 2026 OPMF grand funding of $95,400 received by the Township be included in the 2026 budget; and
  • $95,400 be transferred to the Parks Reserve.

Councillor Meadows – Water and Wastewater Improvements in Everett

WHEREAS the Township of Adjala-Tosorontio accepted $35 million from the province for Water and Wastewater improvements in Everett that will include 4010 new homes;

AND WHEREAS Council has received a memo from the Township of Adjala-Tosorontio staff stating there are Ontario developers ready to enter into a joint partnership to fund and construct a new wastewater treatment plant to support 4010 mixed residential development units along with the existing population of Everett (New Horizons);

AND WHEREAS Council has not been provided any updated reports to confirm or approve the outflow location to support the original 1966 home development, the New Horizon Development and the newly proposed 2044 home West Everett developments;

AND WHEREAS the last Everett council update meeting (Special Council meeting on March 28th 2025 with the update with staff and consultant’s confirmed) that there is no secured outfall location for the current planned development;

AND WHEREAS Council has not been informed with any formal updated meetings with the developers, staff or engineers which would keep Council informed on any potential negotiations or up dates on these current Developments one of which we have been told for years is shovel ready;

AND WHEREAS the Township has already accepted the funding which has a start date of 2026 and targeted operational date of 2028 for the first 2000 homes.

NOW THEREFORE BE IT RESOLVED THAT Council direct staff to provide a report to council no later than the December 2025 Regular Council Meeting to confirm and answer the below questions to be open and transparent with the residents of the of Everett and our Municipality:

 

  1. What is the total number of homes proposed for Everett as only 1966 homes have been approved while the staff memo states 4010 units (not including New Horizons)?
  2. When did the staff meetings on Everett West occur? What SMT discussions and New Master Servicing Plan approvals for the 4010 units taken place as the current MSP is over 10 years old and the Environmental Assessment is also outdated?
  3. Where are the balance 2044 homes being built and on which lot in Everett?
  4. What is the current status of the outfall location in Everett?
  5. Why was the funding of 35 million accepted when there is no outfall location secured?
  6. Are there any negotiations going on for any outfall location? Who on council asked for these negotiations to proceed? If staff are in negotiations please provide us an update on the situation of what’s being discussed? ( conditions or perimeters of the deal).
  7. Why are Council members not involved with the negotiation process? Are there more than one possible outflow areas proposed if so where?
  8. If this development is shovel ready as past staff have previously stated on many occasions in public meetings and to Council, why are we dealing with an outflow location that has not yet been secured?
  9. Can our current road structure handle the new proposed traffic volumes?
  10. Will our current fire Department be able to handle the new population growth and what cost will it take to adequately update our emergency services?
  11. What impact will new infrastructure requirements have on our towns ratepayers. (large tax increases)
  12. Is this infrastructure still based on 2.67 people per household knowing the changes to the New Provincial Policy Statement. Is infrastructure being undersized for the population?
  13. Who are these Joint partners and what are stipulations of the partnership to the Township?
  14. Is there enough potable water to support this development based on 2.67 people when records show it should be doubled in some cases, anywhere from 4-6 people per household like Colgan’s actual numbers.

 

AND FURTHER having a meeting with all parties evolved would enable Council and residents to receive more clarity on these developments in Everett. This would avoid the problem past council had with the clarity on issues with the Colgan development being approved. Council has a right to have all relevant information with regards to proceeding with this development prior to making any decision, as our Council still has voting rights while representing the Townships residents, even with strong Mayor Powers being enforced by the Province.

1. Staff Report: Pilla Investments Inc. Drainage Petition

Pilla submitted a petition under the Drainage Act for an outlet to the Spring Creak Drainage Works. The approximate location of the proposed branch drain is shown on the plan on page 2 of the report.

2. Staff Report: Concession Road 7 and Elizabeth Street Drainage Project

In 2020, the Township’s former Supervisor for Operations and Maintenance had petitioned for a drainage works under the Drainage Act to improve the drainage from Concession Road 7 and Elizabeth Street. R. J. Burnside & Associates Limited (Burnside) was appointed by Council as the engineer for this project. This report provide an update on the status of the project.

3. Municipal and School Board Election Voting Method

The next Municipal and School Board election will take place on Monday, October 26, 2026. The Mayor, Deputy Mayor and Councillors (5) for the Township of Adjala-Tosorontio and School Board Trustees will be elected for the 2026-2030 term.

2. Staff Report: Public Information Centre to present the draft Official Plan

A Public Information Centre (PIC) is scheduled for June 12, 2025, from 5:30 P.M. to 7:30 P.M. to present the draft Official Plan (OP) for the Township of Adjala-Tosorontio. This PIC serves as an opportunity to engage public feedback, stakeholders, businesses, landowners, agencies, and Indigenous communities.

The Township encourages residents to attend the Municipal Centre on June 12 to learn more, participate in a survey, and ask questions directly to staff.

3. Staff Report: Community and Pollinator Garden Program

The Community and Pollinator Garden program Policy was enacted by Council in 2021 to support healthy living and foster community engagement to establish community gardens on Township owned lands. The program relies heavily on volunteers who care and maintain the gardens.

No volunteer applications were received to support the operation of the program in 2025.

4. Staff Report: Strong Mayor Powers

On May 1, 2025 Strong Mayor Powers was given to 170 municipalities, including the Township of Adjala-Tosorontio, by the Province of Ontario. This report is to provide more information to Council regarding these powers.

Staff Reports

1. Placement of Hot Mix Asphalt and Shoulder Gravel

In the 2025 Capital budget, Council approved the following capital works projects:

  • Asphalt resurfacing from Concession Road 3 to Concession Road 4 on 17 Sideroad Tosorontio
  • New asphalt from 5 Sideroad North to Marigold Boulevard on Concession Road 8 Adjala
  • Asphalt resurfacing from Concession Road 6/7 Clearview to Simcoe County Road 12 on Concession Road 3 Tosorontio
  • Asphalt resurfacing from 5 Sideroad South to HWY #9 on Mono/Adjala Townline

Council awarded the contract to Lisbon Paving.

2. Supply and Placement of Double Surface Treatment

In the 2025 Capital budget, Council approved double surface treatment of 20 Sideroad from Concession Road 2 West to the Mulmur-Tosorontio Townline.

3. Proposed Amendment to Township Parking By-law to Prohibit Parking Over a Sidewalk and to Require a 3 metre Clearance from Hydrants

Staff reviewed Parking By-law 04-21 in conjunction with Public Works and Fire, and it was confirmed that the Highway Traffic Act R.R.O. 1990 Regulation 604 Parking (1) confirms that the council of a municipality having authority over the highway, can pass a by-law prohibiting the following:

(a)   No person shall park a vehicle in a manner as to obstruct, ii) a sidewalk

(b)   within three metres of a point in the edge of the roadway and nearest fire hydrant.

The recommendation is that an amendment to the current parking by-law include the following:

Sidewalk/footpaths means a portion of a highway or right of way that is set aside by the Township of Adjala-Tosorontio for the use of pedestrians. Where signs are not posted no person shall park or permit a vehicle to be parked on or over a sidewalk or foot path. That, where signs are not posted no person shall park or permit a vehicle to be parked within 3 meters of a hydrant.

Council approved the amendment and further communication to the public will be sent out via social media channels and tax inserts.

Notices of Motion

  1. Councillor Borsos – Lorretto Wecca Drinking Water System

 

WHEREAS the Township has an obligation to provide safe drinking water and to keep residents informed of any potential health risks.

AND WHEREAS  the Trihalomethane (THM) levels in the Loretto Wecca drinking water system were observed at 101.3 µg/L Running Annual Average (RAA), exceeding the Ontario drinking water standard of 100 µg/L by 1.3% and the Township was not notified within the statutory timeframe;

AND WHEREAS since this exceedance, Township Staff, in cooperation with Ontario Clean Water Agency (OWCA) have identified and assessed methods of mitigation and control of THM levels in the Loretto water system;

NOW THEREFORE BE IT RESOLVED THAT an official notice of exceedance and information regarding the potential side effects of Trihalomethane (THM) and the works completed to mitigate the potential for occurrence be included in the July 2025 water bills for Loretto;

AND FURTHER that the report with recommendations and next steps be posted to the Township website no later than May 15th, 2025;

AND FURTHER that anytime THM or any other contaminant levels exceed the Ontario Drinking Water Standard, residents and Council receive a notification of the exceedance within ten (10) business days through the Township website which will include the following information:

  • Recorded contaminant levels
  • Sample number(s) and date(s).
  • Potential health implications.
  • Steps taken by OCWA and the Township to address the issue, including any precautionary measures residents should take, if any;

AND FURTHER that OCWA through Township Staff submit a quarterly report on water quality including THM levels to be posted on the Township website and circulated to Council through email that include monthly readings (when available) with sample dates, levels, and their correlation to Ontario Drinking Water Standard guidelines;

AND FURTHER that Township staff to investigate and prepare a report to Council on alternative water sources for all settlement areas, including but not limited to feasibility of connecting to the Georgian Pipeline, cost estimates, and implementation timelines, summarizing findings in a detailed report presented to Council by no later than October 31, 2025.

Council received the update. Council received the update and discussed adding rubberized flooring and washrooms in future parks for the 2026 Draft Budget. A public input session was also suggested.

1. 2025 Final Operating Budget

Council of the Township of Adjala-Tosorontio approved the 2025 Operating Budget. The budget includes funding for various municipal services and projects aimed at enhancing the community’s infrastructure and services.

As a result of increased assessment due to growth in the Township, the blended total tax increase equals 2.49%, which is one of the lowest increases in Simcoe County.

2. Award of Bridge 18 Engineering Services Request-for-Proposal

Council has awarded the contract to ConceptDash for engineering services related to the replacement of Bridge 18. Works include the removal the load posting, improve access for local farmers, enhance pedestrian safety near Meadowbrook Campground and Earl Rowe Provincial Park, increase bridge clearance for flood flows, and the project will be shovel-ready for future grant applications through completed engineering design.

3. Site Alteration and Fill Application for 5150 Concession Road 2

Council has approved the request to move 20,000 truckloads of agricultural topsoil from a farm field south of the Alliston Paramedic Station on Industrial Parkway, as part of the proposed Honda facility expansion. The topsoil will be used to level an agricultural field approximately 1.2 km north of Highway 89. This benefits farmland and increases agricultural activities in our community.

4. Communications Policies

Council approved the Corporate Communications Policy and the Social Media Policy. These two policies will be posted on our Customer Service webpage.

5. Ontario Land Tribunal E-File Portal Implementation

Council has approved the launch of the new e-file portal, a centralized system designed to streamline the appeal process for both the Township and appellants. The portal enhances efficiency with Smart Form Technology, CCPay Online Payment Service, and an intuitive, user-friendly dashboard.

6. Staff Report: Grant Requests Update

As per Council direction, Staff are providing a quarterly update on grant requests being sought by the Township.

Notices of Motion

1.        Councillor Simson – Lobbyist and Gift Registry

WHEREAS section 223.9 of the Municipal Act, 2001 provides municipalities with jurisdiction to establish a lobbyist registry and to appoint a lobbyist registrar to provide transparency regarding individuals and groups who lobby municipal public office holders;

AND WHEREAS a lobbyist registry records and regulates communications between public office holders and those who engage in lobbying activities by tracking communications and correspondence and making this information available to the public;

AND WHEREAS lobbying is a legitimate and legal activity that is part of an individual’s, group’s or company’s right to communicate with their elected government officials and municipal staff;

AND WHERAS many municipalities in Ontario, large and small, have established Lobbyist Registries for the purpose of enhancing transparency and integrity of their business procedures and conduct;

NOW THEREFORE BE IT RESOLVED THAT staff investigate and report back to the Council on or before the end of the fourth quarter of 2025 with a draft by-law to establish a lobbyist and gift registry for the Township of Adjala-Tosorontio in accordance with section 223.9 of the Municipal Act, 2001.

2024 Drinking Water Regulatory Reports

The 2024 Drinking Water Regulatory Reports are now available on the Township’s website. A Special Council Meeting will be held to receive additional information from OWCA regarding the municipal drinking water systems.

3911 Concession Road 3 Decision Report – Zoning By-law Amendment

Council approved the Zoning By-law Amendment application to rezone Part Lot 24, Concession 3 from Agricultural Zone to Agricultural Exception 143 Zone and Agricultural Exception 144 zone.

5289 Concession Road 3 Decision Report – Zoning By-law Amendment

Council approved the Zoning By-law Amendment application to rezone Parks 3 and 4, Concession 3 from Agricultural Zone to Agricultural Exception 142 Zone.

Communications Policies

Council deferred the proposed Corporate Communications Policy and the Social Media Policy to the April  9, 2025 Regular Council Meeting for additional discussion.

Proposed Sports Field Allocation Policy

Council approved the Sports Field Allocation Policy that will help establish a clear booking process to align with the Parks Master Plan.

By-law 2025-016 – Amend Wastewater Rates By-law

Council approved the Wastewater amendment to allow for a 20% reduction to the Wastewater meter rates. This reduction comes into effect on April 1, 2025.

Notices of Motion

Councillor Meadows – Master Servicing Plan for Everett

Council deferred to the Notice of Motion regarding a new Master Servicing Plan for Everett to a future Council Meeting.

Deputy Mayor Lachs – Hockley Drinking Water System

Council directed Staff to investigate and report back on the feasibility of decommissioning the Hockely municipal water drinking system.

Councillor Simson – Additional Residential Units in the Oak Ridges Moraine

Council is sending a letter to the province requesting a review of the Oak Ridges Moraine Conservation Plan to allow Additional Residential Unit (ARUs).

2025 Draft Operating Budget

Council discussed the Draft 2025 Operating Budget.

There is an opportunity for the public to provide comments during the Public Meeting at the Regular Council Meeting March 12, 2025 at 6:30 P.M.

The final budget will be presented April 9, 2025 at the Regular Council Meeting for adoption.

SB Adjala Developments Inc. Subdivision Development Agreement

Council approved By-law 2025-010, authorizing the signing of a subdivision agreement, between the Corporation of Adjala-Tosorontio and SB Adjala Developments for the addition of 25 homes located on Concession 4.

5289 Concession Road 3 – Public Meeting Regarding the Proposed Zoning By-law Amendment

Council has received the proposed Zoning By-law Amendment for 5289 Concession Road 3, and so far, there haven’t been any public comments. A detailed planning report is in the works and will be presented to Council before any decisions are made. If the amendment gets the green light, the severance proposal will then go to the Committee of Adjustment for further review.

Council has received the proposed Zoning By-law Amendment for 3911 Concession Road 3, with no public comments submitted. A detailed planning report will be prepared and presented to Council before any decisions are made. If the amendment is approved, the severance proposal will move to the Committee of Adjustment for further review.

Staff Report: Colgan Subdivision Services Review

At the January 15, 2025, meeting, Council directed staff to respond to a resident’s questions about water and wastewater services in Colgan. Water consumption records are updated annually and found on our Water/Wastewater page.

Staff will keep Council updated as more data is gathered and reviewed to refine water and wastewater rates.

Council directed staff to prepare and present a By-law at the March Regular Meeting to make the wastewater meter rate apply to 80% of the total water meter consumption representing a 20% reduction in wastewater bills.

Staff Report: Official Plan Status Update

Council received the update for the Official Plan Status Update.

Next steps include a Gap Analysis to review the material submitted by the consultant to identify any gaps based on recent changes and policies that are no longer application, and Refinement of the Draft Official Plan (Version 3) to incorporate feedback from Draft Version 2, integrate recent planning changes into the new draft and generate schedules. These steps will include hosting an Open House/Statutory Public Meeting to engage residents and stakeholders for final input.

Correspondence was received by Council from the Town of Halton Hills regarding Sovereignty of Canada.

Council directed staff to prepare correspondence containing this resolution for circulation to the office of the United States President through Canadian diplomatic channels with copies to Prime Minister Justin Trudeau, Premier Doug Ford, the Minister of Foreign Affairs, the Minister of Finance, local Members of Parliament (MPs) and Members of Provincial Parliament (MPPs).

Staff Report: Municipal Insurance Pool

Approximately two years ago the County of Simcoe, all 16 member municipalities and the City of Orillia agreed to began work toward establishing a Municipal Insurance Pool (MIP).

Council approved the participation in the Municipal Insurance Pool that will reduce an existing expense by 13 to 20% immediately, and then by 19 to 27% after set-up, and that the Treasurer will sit on the board as part of the Municipality.

Staff Report: Purchase of Bandit Woodchipper

Council approved the purchase of a Bandit Woodchipper in the amount of $85,820.70 plus taxes.

Staff Report: Purchase of Combination of Plow/Sander Truck

Council approved the purchase of a Western Star Truck in the amount of $412,310.00 plus taxes.

SB Adjala Developments Inc. Subdivision Development Agreement

Staff referred this to staff for additional consultation. A Special Council Meeting will be held in the coming weeks regarding this topic. Please check out meeting calendar or social media for the confirmed date.

Proposed Land Acknowledgement and Reconciliation Action Plan Committee Terms of Reference

Council approved the proposed Land Acknowledgement that will be read during Regular Council and Committee Meetings. The Land Acknowledgement reads, “The Township of Adjala-Tosorontio is situated on the lands within Treaty 18 being the traditional territory of the Anishinaabeg peoples, including the Ojibwe, Odawa and Pottawatomi Nations, collectively known as the Three Fires Confederacy. This land is home to many diverse First Nations, Inuit and Metis peoples. We acknowledge Indigenous Peoples as stewards of the land and we honour their resilience as well as their culture, and of our shared respect for the lands, plants, animals and waterways, which sustains us all. We recognize the injustices against Indigenous Peoples and are mindful that the decisions of government impact our shared land and all the inhabitants. We commit to reconciliation as a journey, foster Indigenous cultural awareness and educational opportunities; establish respectful and healthy relations with Indigenous Peoples; continue to steward the land and its inhabitants; and to cultivate an inclusive community for all.”

By-law 2025-011

Council approved an agreement with the Essa Public Library Board, granting Adjala-Tosorontio residents’ access to library cards.

By-law 2025-012

Council approved the By-law to enable the Township to bill and collect the 2025 Interim Tax Levy based on 50% of the previous year’s annualized taxes for each property, according to the last revised assessment roll. The first installment is due March 31, 2025, with the second installment due May 30, 2025.
