Staff are recommending that Council authorize a Fill Permit to the applicant of 2075 Concession Road 4, to import up to 400 truck loads of topsoil.

WHEREAS residents and businesses in the Township of Adjala-Tosorontio are concerned about the quality and lack of reliable cellular service in certain areas of the Township;
AND WHEREAS Municipal staff (including the Fire Department) experience similar challenges with respect to reliable cellular service in certain areas of the Municipality, necessitating additional costly equipment to maintain the level of service throughout the Municipality;
AND WHEREAS the Municipality is seeing unprecedented growth with over approximately 2000 units in Registered plans, Draft plans and Council approved applications, along with many more units expected to be built through additional future applications, it is anticipated there will be an increase in the demand for cellular services;
AND WHEREAS the lack of reliable and consistent cellular coverage affects the safety, convenience, and productivity of the citizens and businesses;
AND WHEREAS Members of Council recognize the importance of ensuring all areas of the Municipality have access to adequate and reliable cellular service, especially in times of emergency or crisis;
NOW THEREFORE BE IT RESOLVED THAT staff of the Township of Adjala-Tosorontio be directed to review the Township’s existing Protocol for the Establishment of Telecommunication Facilities dated November 7, 2011, and put forward an update to the existing Protocol that takes into account the changing needs of the Municipality, including making changes to the existing site selection criteria that discourages telecommunication towers within the Oak Ridges Moraine;
AND FURTHER that staff be directed to explore collaborative efforts with third party cell tower providers to improve the provision of cellular services within the Municipality by identifying Municipal Lands, and other public lands, including but not limited to the Toronto Region Conservation Authority (TRCA), Simcoe County/County Forests, Earl Rowe Provincial Park, as potential sites to host new Cellular Towers;
AND FURTHER to send a letter to the major cellular network providers operating in the Municipality, including but not limited to Bell, Rogers, and Telus, requesting they provide a response on the current status of their cellular network coverage, capacity and performance in the Township, as well as identifying plans and timelines for improving the cellular service quality in the Township of Adjala-Tosorontio.

WHEREAS the Council of the Township of Adjala-Tosorontio has approved a Transfer Payment Agreement for approximately 35 million dollars in a Provincial grant funding for the Everett development;
AND WHEREAS on January 26, 2026 an additional grant of around 29 million for the Everett subdivision water improvements was announced;
AND WHEREAS Council at the Regular Council Meeting held on January 14, 2026 approved an Earthworks Development Agreement for Farsight Development to commence around April 2026;
NOW THEREFORE IT BE RESOLVED THAT Township staff be directed to provide a copy of the updated Master Servicing Plan, updated Environmental Assessment as required under the Planning Act and the terms of the grant agreement for both the Farsight and Barzo developments, as our Township staff stated the existing Master Servicing Plan is over 10 years old and no environmental study includes the new outflow location as it has not yet been secured;
AND FURTHER that a staff report for the Everett Development with the approved outflow location be provided to Council prior to any work being done as all these documents should be in place and approved by Township Council prior to any start of the works or acceptance of the provincial grants;
AND FURTHER that these documents be provided to Council by the March 2026 Regular Council Meeting and if these above mentioned documents are not available and approved by Council that staff provide a report to council at the March 2026 Regular Council Meeting as to the reasons why these documents and approvals are not available.

WHEREAS residents of the Township of Adjala-Tosorontio, especially in Rosemont and its vicinity, and those who are on private wells, are concerned about water supply and availability in certain areas;

Council approved the purchase of a John Deere Compact Utility Tractor and accessory equipment in the amount of $115,275.95 plus applicable taxes, funded from Capital Project I-2026-17, to support both sidewalk clearing in the winter and parks operations in the summertime.
Council awarded Contract 2026-005T Placement of Hot Mix Asphalt and Shoulder Gravel to Lisbon Paving in the amount of $675,939 including applicable taxes, Contract 2026-004T Supply and Placement of Double Surface Treatment to Duncor in the amount of $547,463 including applicable taxes, and Provisional items in Contract 2026-004T Supply and Placement of Double Surface Treatment to Duncor and Contract 2026-005T Placement of Hot Mix Asphalt and Shoulder Gravel to Lisbon Paving in the amount of $482,749 including applicable taxes for asphalt replacement and surface treatment on various roads throughout the Township.
Council approved the purchase and installation of two (2) pickleball courts for a total cost of $186,219.26 plus applicable taxes with Court Surface Specialists, at Dekker Street Park, Everett and Haley Park, Loretto.
Council approved the direct award of Capital Project F-2026-02, Vehicle Stabilization Struts and Capital Project F-2026-05, Air Bag Lifting Equipment to A.J. Stone in the amount of $27,064 plus applicable tax and shipping, and to PPE Solutions in the amount of $29,714 plus applicable tax and shipping, both to be funded from Fire Reserve (0410).
- Staff Report PLA 2026-007: Adoption of the New Township of Adjala-Tosorontio Official Plan, May 2026
Council approved the New Official Plan. Township Staff will now prepare a Notice of Adoption to be submitted to the Approval Authority, being the County of Simcoe. The New Official Plan will come into effect at the time it receives approval from the County. The New Official Plan is available on the Township website.
Council approved the Township’s participation in the Joint Compliance Audit Committee facilitated and administered by the County of Simcoe, for the 2026 Municipal and School Board Elections.

Councillor A. Simson – Bill 100, the Better Regional Governance Act, 2026
WHEREAS Bill 100, the Better Regional Governance Act, 2026, would give the Province an ongoing role in appointing “strong chair” heads of Council (Warden) in Simcoe County, and in determining Simcoe County council composition and voting rules;
AND WHEREAS the appointment of a Warden by the Province risks weakening local democratic principles by distancing County leadership from the communities it is intended to represent, particularly where such an appointee may lack direct knowledge of unique rural characteristics of Simcoe County and Adjala-Tosorontio;
AND WHEREAS the role of Warden requires a nuanced understanding of the diverse needs of Simcoe County’s municipalities, including growth pressures, infrastructure challenges, rural service delivery, and community- specific planning considerations, which are best understood through local experience and accountability;
NOW THEREFORE BE IT RESOLVED THAT the Council for the Township of Adjala-Tosorontio states its opposition to Bill 100 in its current form;
AND FURTHER THAT Council of the Township of Adjala-Tosorontio formally requests that the Province of Ontario amend Bill 100 to allow Simcoe County Council the authority to appoint its own Warden/Chair to protect municipal and regional autonomy, maintain the authority of locally elected councils over their own governance structures, and safeguard a non-partisan municipal public service;
AND FURTHER THAT a copy of this resolution be forwarded to the Honourable Doug Ford, Premier, Honourable Rob Flack, Minister of Municipal Affairs and Housing, Brian Saunderson, MPP Simcoe-Grey, and to the Association of Municipalities of Ontario (AMO).

Council approved the request to waive the rental fees for the Nottawasaga OPP to use the Municipal Grounds including the Public Room, Outdoor Gazebo and Sports Fields on June 17, 2026 for the 2026 Law Enforcement Special Olympics Torch Run.
